Philippine National Police chief Director General Ronald dela Rosa urged militant groups to wait for the results of the probe being conducted by the Criminal Investigation Group before seeking an investigation by an independent fact-finding committee.
“Tignan muna natin yung resulta ng CIDG. Kung hindi sila satisfied, e di tignan natin. Ang importante hindi na maulit ang ganung pangyayari dahil hindi maganda,” Dela Rosa said in a press conference.
This was in reaction to the statement of the groups that they did not trust the PNP probe and wanted President Rodrigo Duterte and Dela Rosa to lead the independent panel.
The PNP chief said he met with those involved with the violent dispersal in front of United States Embassy to get straight from them the details of the incident.
He said he told them to face the consequences of their action.
“Harapin nila kung ano ang mangyari sa imbestigasyon. Kung kayo ay nag-abuso harapin nyo dahil ayaw ko na ang pulis ko ay abusado,” Dela Rosa said.
“Subalit lalong ayaw ko na ang pulis ko ay inaabuso. Pag ang pulis ko ay inabuso hindi pwedeng manahimik ako, I have to defend them," he added.
“Fair tayo. kung nagkamal ang pulis, papanagutin. Kung raliyista ang nagkamali, kasuhan natin,” Dela Rosa said.
Chief Inspector Rodolfo delos Reyes, chief of the investigation division of CIDG-NCR, assured the militant and indigenous groups that the PNP panel would be fair in its investigation.
Delos Reyes is a member of the team investigating the incident.
He added that it would be best for the protesters to cooperate with the ongoing probe.
“Ang motto ng CIDG is we seek the truth at kung meron silang iniisip na whitewash o leniency sa mga kasamahan namin, sa palagay ko hindi proper at hindi tama. Kaya nga naririto ang CIDG e. Neutral grounds,” Delos Reyes said.
He said the investigators might not get the whole picture of the incident if the militant groups would not participate.
“Ang makikita lang natin dito yung affidavit ng mga nasaktang pulis, yung kanilang anggulo,” Delos Reyes said.
He said the PNP was investigating all angles the in the incident.
“Dalawa kasi ito, yung pupwedeng maging liability ng police at reaction nila na mali doon sa pagiging unruly ng ralisyista," Delos Reyes said.
"Unang una yung affidavit ng mga involved na policemen natin, kailangan naming madetermine kung ano yung kanilang actual position before and during the dispersal at yung mga orders kung kanino nanggaling,” he added.
He said at least 30 of the 60 police officers involved in the dispersal have submitted their affidavit.
Delos Reyes said the panel was looking at four video clips of the incident.
“Apat na video footages ang kailangan namin, although alam namin pare-parehas pero may mga anggulo yun," Delos Reyes said.
"Yung sa US Embassy, yung footage ng GMA 7, footage ng nearby establishments na andun, at footage na manggagaling sa participation ng Civil Disturbance Police,” he added.
“Every detail ilalagay namin frame by frame para malaman namin yung posibleng naging dahilan ng insidente,” Delos Reyes said.
